Phil Glover was born and raised in Washington State and has lived his entire life in the Seattle–Tacoma region. He earned a bachelor’s degree in Society and Justice from the University of Washington and began his law enforcement career shortly thereafter. Phil brings more than 30 years of law enforcement experience, including 27 years serving on a Tier‑1 regional SWAT team. Within that team, he dedicated 24 years as a sniper and sniper team leader, providing precision marksmanship, tactical problem‑solving, and operational leadership during high‑risk missions.

Throughout his career, Phil has served in a broad range of assignments that span patrol operations, field training, firearms instruction, major crimes investigations, narcotics enforcement, and frontline supervision. His operational background and leadership capabilities ultimately led to his current role as Patrol Commander.

Phil has also contributed significantly to the development of tactical officers across the region. He has served as an adjunct instructor for Washington State basic sniper courses and for Derrick Bartlett of Snipercraft, where he has shared his extensive operational knowledge, field experience, and commitment to the discipline of law enforcement sniping. He remains dedicated to mentoring both new and seasoned tactical officers and advancing professional standards within the tactical community.
